On March 11, 2025, Wu Fengwu, Deputy Director of the Department of Circulation Development under the Ministry of Commerce, led a delegation to visit Vary Tech for an on-site investigation into the construction of a renewable resource recycling system and the integration of dual-network operations. Accompanying the delegation were Liao Guanghui, Member of the Party Leadership Group and Deputy Director of the Hunan Provincial Department of Commerce, along with provincial and municipal commerce department officials, and Ming Guoying, Chairman of Hunan Vary Tech Co., Ltd.
The delegation toured Vary Tech’s Low-Carbon Exhibition Hall and the "Blue Island" Green Sorting Center for Integrated Two-Network Renewable Resources, gaining in-depth insights into the company’s innovative practices in advancing the integrated two-network recycling system.
Hunan Vary Solid Waste Treatment Co., Ltd., a subsidiary of Vary Tech, specializes in urban and rural solid waste resource management services. It oversees nearly 20 waste classification, treatment, and renewable resource recycling companies and has been designated as a "Key Renewable Resource Recycling Enterprise" by the Ministry of Commerce.
Vary Solid Waste boasts extensive experience in constructing and promoting full-category renewable resource recycling systems. Leveraging reverse engineering from end-use recycling, the company has developed capabilities and practices in IoT big data applications for waste classification, collection, transportation, and treatment, establishing the "Blue Island" model for comprehensive renewable resource recycling. In 2024, the company was selected as a national pilot enterprise for renewable resource recycling systems.
The innovative "Blue Island" model supports the integration of renewable resource systems, two-network systems, and waste classification systems. It has been successfully implemented in regions such as Changsha County, Wangcheng District, and Liuyang City.



For instance, in Changsha County, Vary Solid Waste established a county-wide recycling system covering 18 towns and subdistricts. This includes one county-level integrated "Blue Island" facility spanning 13,000 m², with an annual recycling capacity of 63,800 tons. The system also comprises 341 "Blue Houses," 17 town-level large Blue Houses, and 193 bulky waste drop-off points. The facility processes 60 tons of garden waste and bulky waste daily, with a single Blue Island achieving a daily processing capacity of 120 tons and an hourly treatment rate of 5–10 tons of general industrial solid waste into Refuse-Derived Fuel (RDF). Additionally, a self-developed digital management platform enables full-process, closed-loop supervision of low-value recyclables, high-value recyclables, bulky waste, and garden waste through classified collection, transportation, and disposal.





This model contributed to Changsha County’s recognition as a National Demonstration County for Waste Classification and Resource Utilization and garnered coverage from mainstream media outlets such as CCTV and Hunan TV.
Key components of Vary Solid Waste’s renewable resource recycling system include:
A one-stop "Blue House–Blue Vehicle–Blue Island" solution for two-network integration, offering end-to-end services from planning and design to manufacturing and operations;
Construction and operation of full-category green sorting centers for renewable resources;
Recycling and disposal equipment for low-/high-value recyclables, hazardous waste, bulky waste, garden waste, discarded appliances, general industrial solid waste, RDF/SRF alternative fuels, and confidential materials;
Digitalized operations support, providing data-driven platforms tailored to renewable resource recycling, dual-network integration, and waste classification systems.
Currently, Vary Solid Waste is actively expanding this model to over ten regions, including Cili, to promote efficient circular utilization of waste materials.
The national Guiding Opinions on Accelerating the Construction of a Waste Material Recycling System aims to establish over 1,000 green sorting centers and build robust recycling systems in approximately 60 large and medium-sized cities by 2025.
Deputy Director Wu Fengwu highly commended Vary Tech’s innovations. He noted that as a pilot enterprise in Hunan, Vary has established a complete network encompassing "front-end collection—full-category transportation and sorting—deep resource processing," setting an example for Changsha’s role as a national pilot city. He encouraged the company to further refine its system and strive to become a national benchmark.
