8 Projects, RMB 2.49 Billion in Just Six Months — Dong'e, Runtai Environmental and Vary Tech Forge a New CircularEconomy Hub in Northern China

July 18, 2026 — The "Circular Empowerment, Green Dong'e" Investment Promotion Conference and the launch ceremony for the Northern Circular Economy Demonstration Industrial Park marked a major milestone for Dong'e County, Shandong Province. In just six months, eight projects have been secured with a combined investment of RMB 2.49 billion.




 
At the event, which brought together more than 400 industry leaders, Liaocheng Runtai Environmental Technology Co., Ltd. and Hunan Vary Technology Co., Ltd. announced a strategic partnership — injecting strong technical and operational confidence into the park's high-quality start.
 

Revitalising Industrial Land, Targeting Six Core Sectors

 
The conference attracted 216 circular-economy enterprises from across China. On-site, 10 priority settlement projects were signed, representing a planned investment of RMB 1.54 billion across resource recycling, integrated new-energy utilisation and other high-growth segments.


 
The park's core site in Dong'e's Jianglou Area makes effective use of previously idle industrial land. With circular economy as the central driver for cultivating new-quality productive capacity, the park is prioritising six key segments:
 
Comprehensive utilisation of waste home appliances
Electronic waste recycling
End-of-life wind-turbine and PV module recovery
Spent new-energy battery recycling
Recycled-metal smelting
Scrap-steel recycling
 

The goal: build a nationally recognised demonstration cluster for the circular economy in northern China.

 
Tian Xuechao, Secretary of the CPC Dong'e County Committee, confirmed that the park now offers fully serviced land ready for immediate construction — well positioned to host large-scale projects and build out integrated industrial clusters. "Dong'e will provide full-cycle, dedicated support services to accelerate project delivery and commissioning," he added.
 
Diao Lijun, Secretary of the Party Working Committee and Director of the Management Committee of Dong'e Economic Development Zone, outlined the zone's three-pillar strategy: circular economy, equipment manufacturing and supporting industrial chains — all aimed at building a modern, competitive industrial park.
 
Xu Tiecheng, President of the China Resource Recycling Association (CRRA), noted that Dong'e's demonstration park is closely aligned with the national circular-economy development strategy for the 15th Five-Year Plan period (2026-2030) . "The CRRA will leverage its resources and platform to connect leading projects and cutting-edge technologies, supporting Dong'e in building a world-class benchmark circular-economy park — and continuously driving green growth for the ecological protection and highquality development of the Yellow River Basin," he said.
 

A Strategic Alliance Built on Shared Vision — and Proven Technology

 
As a co-organiser of the event, Jin Qingjun, Chairman of Runtai Environmental, commented: "The local government has built a high-standard demonstration park with strong policy support and modern infrastructure — making it an ideal investment platform for circular-economy ventures. With a clear focus on the dual-carbon strategy and high-value waste utilisation, the development potential here is enormous."
Runtai Environmental is among the park's first settled enterprises and is about to commence operations. This month, its advanced, fully automated home-appliance dismantling facility will officially go live, with five state-of-the-art intelligent dismantling lines starting production. In addition, a recycled-copper smelting project is scheduled to break ground in October 2026.


 


Behind this rapid delivery stands a critical technology partnership. Zhang Haihua, Runtai Environmental's project lead, explained: "We valued the park's location and infrastructure, but we also conducted extensive due diligence on equipment suppliers across the industry. That technology-first partnership has given Runtai the confidence to complete construction and achieve compliant commissioning within a single year — while also reinforcing the park's green credentials from day one.
 
At the launch ceremony, Tian Fangfang, Director of Vary Tech's Business Centre, presented Vary Tech's integrated home-appliance dismantling system solutions to the attending industry leaders.
 

From Idle Land to Industrial Engine — Momentum Is Building

 
Since the first project completed land transfer last October — barely six months ago — the Northern Circular Economy Demonstration Industrial Park has already demonstrated powerful agglomeration effects.
150 mu (approx. 10 hectares) of high-standard investment-attraction factory space, jointly developed by Dong'e County's state-owned enterprises and Zhejiang-based investors, is now under accelerated construction. A RMB 50 million Shandong New Kinetic Energy Fund has also been injected into the park, providing financial fuel for further industrial expansion.
 
By the end of 2026, the park's total land area under construction or operation is expected to reach 1,100 mu (approx. 73 hectares), with total investment exceeding RMB 5 billion.
 
What was once idle land is fast becoming a green-industry highland — and a core growth engine for high-quality county-level economic development in northern China.
