会议紧紧围绕“政策倾斜,标准助力,重构以绿色分拣中心为重要节点的城乡回收体系”主题,来自国家主管部门、再生行业组织以及再生资源企业代表350余人齐聚一堂共商“十四五”循环经济发展大计,共享“双碳”目标发展新机遇。与会企业在表达了各自发展中面临的困难同时,也呼吁全行业要达成更多共识,抢抓“双碳”目标发展机遇,促进协同发展,并提出了一系列具有可操作性的思路和建议。

“三岛两网”模式助力城乡固废绿色低碳体系建设
“垃圾治理的绿色再造关键是要再造垃圾处理体系,形成先源头减量、再物质回收利用,最后能量利用和不得已时才填埋处置的垃圾处理秩序,强化源头减量和物质回收利用,提高垃圾处理效率,减少碳氧化合物的生成量和排放量。”在万容科技董事长明果英看来,现有垃圾焚烧发电、填埋等主流处置方式已无法满足碳达峰、碳中和目标,亟待绿色再造。

万容科技“三岛两网”模式提供了绿色低碳的城乡垃圾分类解决方案,可实现城市垃圾分类、农村人居环境整治、产业废弃物三大版块固废资源化利用。

“蓝岛”作为垃圾分类后可回收物的末端资源化利用处置中心,可处理废纸、废塑料、废金属、废织物、电子垃圾、报废汽车、大件垃圾等各类再生资源及RDF,提供了环保达标、技术先进、管理规范、与垃圾分类相衔接的再生资源绿色分拣中心示范样板。原有再生资源分拣中心在规划设计、环保设施、建设标准、功能布局和管理运营等方面都已不能满足新阶段环境治理工作的要求,亟待进行绿色化、现代化、规范化、标准化提升。万容科技“蓝岛”已率先迈出了这一步,并将自身经验分享参与到《再生资源回收站点建设管理规范》(SBT10719-2012)行业标准修订和《可回收物体系建设管理规范》(2020TB-ZD-08)团体标准制订。



“绿岛”作为垃圾分类后易腐有机物的末端资源化利用处置中心,以城乡有机废弃物区域解决方案为核心建立处置体系,创建了固废、农业种植业、养殖业相结合的循环利用,综合解决区域内有机废弃物的污染问题。


未能在“蓝岛”、“绿岛”进行处置的其他固废则纳入“能源岛”处置体系,通过热解气化焚烧、有机无氧热解方式转化为热能、电能及燃料油等。

“蓝色体系”助推垃圾分类绿色低碳体系建设
垃圾分类两网融合备受关注但其发展却历经艰辛。
“互联网+”参与垃圾分类,各地都在尝试。北京市海淀区中关村街道引入智能垃圾分拣站,通过红外感应、机械手等设备实现厨余垃圾整包投放、免手动破袋等功能;上海建成垃圾分类全程信息化监督平台,实现生活垃圾全程追踪溯源、垃圾品质在线识别;兰州引入垃圾分类声光报警系统,工作人员可通过摄像头和对讲机远程指导居民进行垃圾分类……垃圾分类及垃圾分类两网融合模式层出不穷,但什么样的定位和模式既能够满足政府对垃圾分类的需求,又能满足企业实际运营需求,这是垃圾分类服务企业关心的命题。

“蓝色体系”通过长沙县项目为这个命题提供了解决方案。2017年,万容科技子公司「一起分类」开启了长沙县可回收物、有害垃圾回收及资源化利用处置运营,2018年推进蓝色体系建设,以大数据平台为线上支撑,建设“三网融合”蓝色体系,以“蓝箱”分类投放、“小蓝屋”片区集中、“小蓝车”区域运输、“蓝岛”分拣加工为载体,以物联网设备为辅助,利用自建的共享型互联网大数据智慧云平台系统,通过用户绿色账户系统、蓝屋管理系统、蓝车调度系统、分拣处置管理系统等,促成互联网、垃圾分类网络和再生资源网络的“三网融合”,逐步建立再生资源循环利用的“长沙县模式”。
拥有了这个蓝色体系后,在大数据智慧云平台能清楚掌握每个小区的垃圾量;通过智慧平台大数据分析,能适时调整各区域的人、车、物,并及时了解人员到岗、车辆轨迹等情况。“蓝色体系”赋予了垃圾分类全链条数字化变革。至今长沙县(城乡)累计开通“小蓝屋”675个,已回收处置可回收物5万余吨,无害化处置有害垃圾450余吨。2020年长沙县被住建部评选为国家农村生活垃圾分类和资源化利用示范县,同时被列入农业农村部垃圾分类典型案例,并获得央视的专题报道。目前,该体系已在湖南省长沙市望城区、天心区、长沙县、浏阳市、宁乡市、岳阳市推广运营。
